規(guī)劃引領(lǐng),擘畫(huà)發(fā)展藍(lán)圖。完成化工集中區(qū)四至范圍勘測(cè)定界工作并獲得省自然資源廳審核認(rèn)定,啟動(dòng)高新區(qū)擴(kuò)區(qū)調(diào)區(qū)工作和編制規(guī)劃工作申報(bào)材料,拓寬了園區(qū)發(fā)展空間。發(fā)揮規(guī)劃引領(lǐng)作用,完成規(guī)劃環(huán)境影響評(píng)價(jià)和擴(kuò)區(qū)調(diào)區(qū)規(guī)劃環(huán)境影響跟蹤評(píng)價(jià)報(bào)告編制的實(shí)地踏勘等前期工作。強(qiáng)化規(guī)劃管控作用,召開(kāi)專(zhuān)家評(píng)審會(huì)7次,出具規(guī)劃設(shè)計(jì)通知書(shū)48宗,批復(fù)水電氣路徑9處。積極對(duì)接土地報(bào)批,完成“土規(guī)”延續(xù)方案和土地連片開(kāi)發(fā)方案工作,為15個(gè)項(xiàng)目解決2100余畝用地問(wèn)題。加快推進(jìn)基礎(chǔ)設(shè)施前期工作,積極推進(jìn)火炬四路公跨鐵項(xiàng)目、火炬四路白改黑等一批重大項(xiàng)目前期規(guī)劃設(shè)計(jì)工作。
提質(zhì)增效,狠抓要素保障。穩(wěn)步推進(jìn)征地拆遷,完成征地794畝,啟動(dòng)征地500畝,協(xié)調(diào)涉農(nóng)糾紛50余次,為贛鋒鋰業(yè)、九嶺鋰業(yè)等重大項(xiàng)目順利開(kāi)工創(chuàng)造條件。有序開(kāi)展閑置土地清理,盤(pán)活低效閑置用地,消化批而未用、供而未用土地等2600余畝。積極推進(jìn)“標(biāo)準(zhǔn)地”出讓?zhuān)鋵?shí)“節(jié)地增效”行動(dòng),完成工業(yè)項(xiàng)目標(biāo)準(zhǔn)地出讓27宗。按項(xiàng)目輕重緩急辦理長(zhǎng)期林地指標(biāo)報(bào)批和臨時(shí)林地指標(biāo)報(bào)批共360余畝。加快推進(jìn)三通一平,實(shí)施中心片區(qū)和家居產(chǎn)業(yè)園片區(qū)土方平整工程,為12個(gè)新開(kāi)工項(xiàng)目接通水電,完成6個(gè)地塊強(qiáng)、弱電的改遷。
落實(shí)責(zé)任,強(qiáng)化安全監(jiān)管。常態(tài)開(kāi)展在建工地和企業(yè)安全隱患大排查大整治,巡查在建項(xiàng)目143次,對(duì)發(fā)現(xiàn)的安全隱患立即下達(dá)整改通知書(shū),責(zé)令其限期整改,確保均按要求整改到位,守住了安全底線。全覆蓋做好揚(yáng)塵治理,開(kāi)展建筑工地?fù)P塵整治工作,加大巡查力度,嚴(yán)格落實(shí)“六個(gè)百分百”和“一個(gè)監(jiān)控頭”管理。
2023年,規(guī)劃建設(shè)局將在高新區(qū)黨工委的堅(jiān)強(qiáng)領(lǐng)導(dǎo)下,繼續(xù)以高質(zhì)量項(xiàng)目建設(shè)為核心目標(biāo),做好項(xiàng)目建設(shè)服務(wù)保障工作,嚴(yán)抓細(xì)抓建設(shè)安全,穩(wěn)步推進(jìn)項(xiàng)目進(jìn)度,努力為高新區(qū)高質(zhì)量發(fā)展開(kāi)創(chuàng)城市建設(shè)新局面。
