據(jù)了解,“標(biāo)準(zhǔn)地”是指明確“凈地”和“用地”標(biāo)準(zhǔn),即土地出讓時已經(jīng)達(dá)到和滿足工業(yè)項目用地開工建設(shè)的基本條件?!俺兄Z制”是指把建設(shè)項目的“審”和“批”分離,對工業(yè)投資項目摘地前“事前審定、書面承諾”,摘地后“限時批復(fù)、拿地開工”。
2022年以來,南陽市自然資源和規(guī)劃局組織相關(guān)行業(yè)部門,在全市17個開發(fā)區(qū)探索實行“區(qū)域評估+告知承諾制”工作機制。南陽高新區(qū)結(jié)合其自然地理條件、功能定位和實際需求,在中關(guān)村南陽科技產(chǎn)業(yè)園15.63平方公里范圍內(nèi)開展了土地勘測、礦產(chǎn)壓覆、地質(zhì)災(zāi)害危險性、水土保持、洪水影響、文物保護(hù)、地震安全性、氣候可行性、環(huán)境影響評價等事項的區(qū)域評估,各項成果均通過高新區(qū)管委會網(wǎng)站進(jìn)行公示,并嵌入全市“多規(guī)合一”業(yè)務(wù)平臺。在完成區(qū)域評估基礎(chǔ)上,將產(chǎn)業(yè)準(zhǔn)入條件和“3+N+1”控制性指標(biāo)納入出讓方案,企業(yè)拿地后作出信用承諾辦理相關(guān)證件,按照《國有建設(shè)用地使用權(quán)出讓合同》《履約監(jiān)管協(xié)議》約定條件按時開竣工,按期投產(chǎn)達(dá)效,建立了“按標(biāo)做地、明標(biāo)供地、履標(biāo)用地、對標(biāo)管地”的“標(biāo)準(zhǔn)地+承諾制”土地供應(yīng)體系。
這一創(chuàng)新舉措,能夠幫助企業(yè)以最快速度完成從拿地到開工建設(shè)的所有審批事項,有力推動“項目等地”轉(zhuǎn)變?yōu)椤暗氐软椖俊保M(jìn)一步縮短企業(yè)投資期限,推動土地節(jié)約集約化利用。下一步,南陽高新區(qū)將繼續(xù)擴大“標(biāo)準(zhǔn)地+承諾制”應(yīng)用范圍,通過不斷完善改革工作流程,促進(jìn)土地節(jié)約集約高效利用,推動營商環(huán)境提質(zhì)增效,打造招商引資“新名片”,吸引更多大項目、好項目、優(yōu)項目落戶高新區(qū)。
